There are differing views about the building's architect. Pars Tuglaci states that, according to an imperial decree dated 1241/1826-1827, the works supervisor was Mirahur-i Sani Mehmed Aga, that the barracks were built by Krikor Amira Balyan, and that Haci Migirdic Carkyan worked as the second foreman and chief draughtsman. (Pars Tuglaci, The Role of the Balyan Family in Ottoman Architecture, Istanbul 1993, p. 41.) Mustafa Cezar, on the other hand, writes that the barracks may have been built by the chief court architect Abdulhalim Efendi and the court architect Elhac Mehmed Aga, while noting that the Balyan family was also renowned in that era.
