The building, whose exact construction date is unknown, is thought to have been built during the period when Kars was under occupation by the Russian Empire. Constructed in the Baltic architectural style, the building has floral friezes on its front façade, while its rear façade features a timber veranda covered with floral decorative motifs. 1
