It is located within the boundaries of the İstasyon neighborhood in the Sarıkamış district of Kars province. It is thought to have been built during the construction work carried out between 1910 and 1913 on the Kars–Sarıkamış section of the Transcaucasian Railway, while Kars was under Russian occupation. It is a railway bridge with steel railings, resting on tiered, rustic stone-masonry piers stepped up on both banks.
