It lies within the bounds of the Kazım Karabekir neighbourhood, in the Sarıkamış district of Kars province. It is thought to have been built during the construction work of 1910-1913 on the Kars-Sarıkamış section of the Transcaucasian railway, while Kars was under Russian occupation. The workshop buildings designed for the maintenance of railway carriages consist of ten adjoining, identical buildings. They display the features of Baltic architecture.
