The building, erected by the Russians in the last quarter of the 19th century, was used as a Powdered Milk Factory between 1934 and 1970. Although no document about the original function of this Russian structure has been found, field study, observations, and comparative analysis indicate that it was built for military use. It is known that in the militarily oriented new town the Russians established, the railway was also built for military purposes, and the military zones were located close to the railway.
