The library's foundations were laid in 1902 by Reşid Akif Paşa, then Governor of Sivas, as the "Hamidiye School" dedicated to Sultan Abdülhamid II. In 1961 it was converted into a semi-open prison, in 2021 it served as the Industrial School Museum, and finally on 16 October 2025 it opened as the Numan Efendi Public Library. The library takes its name from Numan Efendi, the scholar who founded the first endowment library in Sivas, and now serves as the city's new cultural center. In the Seljuk and Ottoman states, vocational training was carried out by the Akhi and guild organizations until the Tanzimat era.
