In his Istanbul Encyclopedia, Reşat Ekrem Koçu gives the following information about the fountain: It is a rural fountain near the village of Bulgurlu, at the Libâde locality, set on a terrace as an abandoned open-air prayer ground. It was built in memory of Mehmed Besim Bey, one of the chamberlains of Abdülhamid II, by his wife Fatma Nazîre Hanım. Its inscription reads: "And We made every living thing from water. This was newly built for the sake of God by Fatma Nazire Hanım, wife of the late Mehmed Besim Bey, a courtier of His Imperial Majesty, as a gift to his soul, in the year 1310" (1892-1893).
