The plans for the building now used as Namık Kemal Primary School were prepared in 1931 by the French professor Georges Debès, who taught at the Istanbul Higher Engineering School (today's Yıldız Technical University) under the Ministry of Public Works. Its foundations were laid in 1932 or 1934, and the building opened for teaching as the 13th Primary School in 1935 or 1936. Later named İnönü Primary School, it has been known as Namık Kemal Primary School since 1990.
