Editor's Note
Albert Helbig, a Belgian banker resident in Istanbul, proposed to the consul of the time, Count Errembault de Dudzeele, that they purchase a building on Sıraselviler Avenue close to Taksim Square, also known as the Kebeci (Kepetzis) Mansion. After a brief negotiation, on 14 May 1900 Konstantin Kepeci, a Lesbos-born leading figure of Istanbul's Greek community, accepted the Belgians' offer of 300,000 francs and sold his mansion to the Belgian state. Even so, buying the mansion did not fully resolve the Belgians' problem of finding an embassy building.
