Bakkal Arif Efendi was born in Plovdiv in 1830. He received a medrese education. His father was Süleyman Efendi, a member of a family known as the "Emir Şeyhler." He studied calligraphy under Hafız İsmail Efendi and earned his diploma. In 1876 he came to Istanbul and opened a grocer's shop in Saraçhanebaşı. Later he studied calligraphy under Şevki Efendi and received his second diploma in 1883. This diploma, a Hilye-i Şerif, is in the inventory of the Topkapı Palace Museum. He taught at the Maarif schools and at the calligraphy hall in the courtyard of the Nuruosmaniye Mosque until 1319/1899.
