At the place known locally as Paşa Kapısı stood a palace where, from the early Ottoman period until 1818 when the governorship of Çirmen was transferred to that of Edirne, the grand viziers resided. In 1818 Governor Ali Celal Pasha had the old mansion rebuilt, and from then on it served as the Government House. This mansion, which burned during the Russian occupation of 1829, was rebuilt in 1831. That building too burned in 1858 and was rebuilt once again in 1864, during the governorship of Kıbrıslı Mehmet Emin Pasha.
