According to the inscription on the keystone of its entrance doorway, the building was constructed in 1915 during the period of Russian rule. Built in the Baltic architectural style, the building is known to have been constructed as a cavalry stable. Today it serves as the building of the Kars Municipality Cleaning Affairs Directorate. It has an open-courtyard plan laid out on a rectangular area. The building's west façade facing the main avenue and its north façade are built of finely cut stone. There are three wide door openings on the west façade. The second storey in the central section is thought to have been added later.
