It is located within the boundaries of the Çarşı neighborhood in the Selim district of Kars province. It was built between 1910 and 1913 on the Kars–Sarıkamış section of the Transcaucasian Railway. The roof of this rectangular, open-sided building is carried on twelve steel columns.
