Located in the Atatürk Quarter in the centre of Kelkit district, the building today serves as the Kelkit Municipality headquarters. It was raised in masonry construction, using rubble stone for the body walls and dressed stone at the corners and around the door and window frames. Aligned east to west, the building is rectangular in plan and consists of a basement, a ground floor and one upper floor. Its hipped roof is clad with sheet metal. Construction of the Old Kelkit Government House began in 1935 and was completed in 1938.
