It is located in Soğukçam Village, Göynük district, Bolu Province, south of the district centre and 41 km away from it. The rock monument, the most important evidence that the Phrygians were present in this region in the 8th-7th centuries BC, is also the longest known Phrygian inscription. The inscription is carved on the east face of a conical rock mass nearly 9 metres high. On the monument there is a triangular niche at the top, where a statuette of Cybele was placed on holy days, and below it a 9-line inscription. It was built on a conical rock known locally as Türbeönü or Yazılıkaya.
