Editor's Note
During his tenure as Governor of Sivas between 1881 and 1885, Halil Rıfat Pasha carried out many public works. One of these was the construction, guided by his motto "A place you cannot reach is not yours," of kilometres of roads connecting the settlements within the province to one another. The roads he had built in Sivas Province reached a total length of 1,400 kilometres. They formed a network providing access from Sivas to almost all the surrounding districts and provinces (Trabzon, Ma'muretü'l-Aziz, Adana, Ankara, Kastamonu).
