According to its inscription, the fountain was commissioned in AH 1135 / AD 1723 by Hacı Osman Ağa, son of Mehemmed and steward (kethüda) to the Grand Vizier. The inscription reads: "Patron of good works and charity, El-Hac Hacı Osman Ağa, son of Mehemmed, steward of the household of Pir Hazret, the Grand Vizier, year 1135." Built on level ground, the Hacı Osman Ağa Fountain is 2.58 m wide, 3.43 m high and 0.68 m deep. It is a single-faced wall fountain in an upright rectangular form, built entirely of finely dressed cut stone. The fountain niche is framed by a decorative arch. Today the fountain no longer runs with water.
