One of the strategically important cities of the Kingdom of Urartu was Toprakkale. Rusahinili Qilbani-kai was founded on a high rocky hill on the southwestern slope of Mount Zım Zım, to the northeast of the Van plain. It lies 7 km from the capital, Tushpa, and about 500 m from Meher Kapı, located on the western side of Mount Zım Zım. Although who founded the city was long debated, information from a stele discovered in the village of Gövelek near Lake Keşiş shows that it was founded by Rusa, son of Erimena.
