The Develi Grand Mosque was built in AH 680 (AD 1281), during the reign of Giyaseddin Keyhüsrev III, son of the Anatolian Seljuk Sultan Kılıç Arslan IV, by Nasrullah son of Göçer Arslan together with Sivasi Hatun, daughter of his concubine Said. The construction of the mosque was planned in the Seljuk period in response to the population growth outside the city walls, thus opening the way for new settlements to form beyond the outer walls. This development determined the direction and scale of urban expansion in Develi. The mosque has a square plan.
