It was commissioned in 1827 by Mehmet Necip Paşa, the Director of the Gunpowder Works during the reign of Mahmud II. During Necip Paşa's time, nearly 700 works in manuscript and printed form were also acquired for the library. Although some of these works were transferred to Ankara and Istanbul, almost all of them remain in the library. Exactly why Necip Paşa had a library built here is not fully known.
