The building, which bears no inscription, was probably constructed in the late 19th or early 20th century, during the period when Artvin was under Russian control. It is located at No. 22, Şube Street, Çarşı Neighborhood. The building has four floors, including the ground floor and the attic. The first floor is entered from the south façade. Each façade has symmetrically placed rectangular windows. The transitions between floors are emphasized by paired moldings. The building has three balconies in all. Access to the second floor is provided by the wooden staircase on the first floor.
