Editor's Note
Construction began in 1911 and was completed on 26 December 1913 by the architect Monsieur Rici, who handed it over to the Samsun Municipality. The building's interior was decorated under the mayor of the time, Gebilizade Mustafa Necip Efendi, and its opening ceremony was attended by civil officials and soldiers, scholars and religious leaders present in Samsun, along with Italian consular officials in Samsun, the British Samsun consular officer D. Papadopoulos, the French Samsun consular officer Edouard Berliand, the Austro-Hungarian consul in Samsun A. Del Tore, and the Russian deputy consul in Samsun A.
