It is located in the village of Afşar, about 11 km from the center, northwest of Taşköprü. The fountain has lost its original form. An inscription that has survived in its original state stands on the fountain. The marble inscription, in a single column of five lines, is written in relief in the celî sülüs script and is in Ottoman Turkish.
