Comlekci Bastion, also known as Telli Bastion, was built in 1818 on the initiative of the then-governor of Trabzon, Husrev Pasha, under the supervision of the engineer Salih Efendi. This military structure was conceived as part of the defensive measures the Ottoman state developed in the early 19th century against bombardments carried out by the Russian navy across the Black Sea. According to documents in the Prime Ministry Ottoman Archive, once the necessary correspondence was completed, Mehmed Tahir Efendi of the Imperial Engineers corps was assigned, and a series of bastions began to be built around Trabzon.
