Built in 1877 (AH 1294), the Öztaşçı Mansion stood at İnce Street No. 22 in the Han Quarter, which today falls within Kayseri's Tacettin Veli Quarter, southwest of the Han Mosque. One of the original and striking examples of late 19th-century Anatolian domestic architecture, this building was commissioned by Mustafa Bey, popularly known as 'Çırak Mustafa' (Mustafa the Apprentice). Known for paying little attention to his attire, Mustafa Bey spent vast sums on the mansion's construction; it was said among the people that he spent 'a donkey's sackful of gold.'
