Şule Park was built in 1914 as Kayseri's second park, on land created by filling in the moat north of the castle, at the spot where today's Atatürk Monument stands in Cumhuriyet Square. In the late 19th century, the area north of the inner castle walls where the clock tower stands held the Kayseri Reserve Army Command and military depots, while the northeastern part of the inner castle, toward the Ok Tower, was covered with fields and vegetable gardens.
