The Kayseri Municipal Pharmacy was built as part of the arrangements made after Hasan Efendizâde Tavlusunlu Mehmed Ali Efendi was appointed mayor by the imperial decree of Sultan Abdülhamid II on 12 January 1881. After his appointment as mayor, Mehmed Ali Efendi, with the help of the Kayseri governor Atıf Bey, expropriated the areas then used as vegetable gardens and market gardens and had a large park built under the name "Millet Bahçesi" (Nation's Garden).
