The medrese is located in the Cumhuriyet Quarter, central district, Çankırı province, at the junction of İplik Pazarı Street and Vali Ayhan Çelik Avenue, in front of the square. The medrese is U-shaped with a hipped roof. The building has no inscription. In 1797 İsfandiyârzâde Mehmed Emîn Bey, son of the late Mehmed Ağa and trustee of the Kasım Bey Foundation, had cells and lecture halls added beside the Kasım Bey almshouse; the conditions concerning the medrese's lecture hall, cells, and shops were set out in his endowment deed dated 14 Zilhicce AH 1212 / 30 May AD 1798.
