Selected through a 1934 competition, Bekir İhsan (Ünal)'s design for a rental apartment building was partly constructed in 1935. Although it was stated that another wing would be added to the building after this date, the year of its completion could not be determined. It takes its name from its owner, Ragıp Soysal. The Süreyya Pavilion, the Ulus Cinema and Madame Marga's Dance School—which also appear in Ayşe Kulin's novel Adı Aylin—were located in this building. Across from it stood the Hilal-i Ahmer (Red Crescent) Building of 1929 with its garden, along with Güvenpark and its pool. It was demolished in 1966 and replaced by the Soysal Business Centre.
