Editor's Note
One of the first buildings in the Devlet district, the structure is formed by three long masses joined in an H shape, set upon a high base clad in rustic stone. Semicircular extensions were added to the ends of the two parallel long blocks, two of which, facing north, were later demolished. These, together with the likewise semicircular addition with projecting bays at the main entrance, soften the building's appearance somewhat with their rounded lines. Semicircular extensions were a feature applied to all kinds of buildings in those years, both in Turkey and in Western architecture.
