As a result of correspondence with the Council of State regarding the construction of an idadi (preparatory secondary) school in the province of Diyarbakir, the province drew up a construction specification. According to this specification, it was decided to build the school in central Diyarbakir, outside the walls, on the north side of the old palace at a place known as the "Arab Pavilion." The school was to be two stories and built entirely of stone. Construction of the approved school began on 11 Jumada al-Awwal 1306 AH (13 January 1889 CE). The Diyarbakir Idadi was completed at a cost of 340,000 kurus.
