It was created in the 1950s to house the workers and engineers who came to the region to build the Kemer Dam and Hydroelectric Power Plant. The construction was carried out as a joint Turkey-France project. The French team was placed in the more hilly section with winding roads, better suited to their way of life, known as the French Site or Lower Site, while the Turkish team settled in the higher, flat area with its grid-plan streets, called the Upper Site or Turkish Site. These settlements were not merely housing; they also contained buildings catering to every kind of need.
